Dr. Bilal Iftikhar is a Fulbright alumnus and Senior Water Resources Specialist at the Asian Development Bank (ADB), with a Ph.D. in Civil Engineering from the Georgia Institute of Technology (Georgia Tech).

With over two decades of experience spanning international development, government service, research, and academia, he brings extensive expertise in water resources management, infrastructure development, flood risk management, irrigation, and climate resilience.

Previously, Dr. Iftikhar held technical and leadership roles with the Government of Pakistan and conducted research with the Georgia Water Resources Institute and Oak Ridge National Laboratory. He has also served as President of the Fulbright Association’s Georgia Chapter.

With strong professional connections across the United States and Pakistan, Dr. Iftikhar contributes to USPBA’s mission of strengthening bilateral collaboration, fostering institutional partnerships, and creating new opportunities between the two countries.
